Shipping Fish in the Winter...

I have been looking in to selling fish online, only problem is It's still only 20-40 degrees in Ohio.

I've read as much as I can find on how to ship fish, but I can't seem to find anyone who has any input on how many heat packs should be used,
I am shipping the fish Express 1 day, and I have estimated the fish will be in the box for about 18-20 hours maximum.

Does anyone know how many Uniheat 40 hour heat packs would be necessary to ship with temperatures still dropping below freezing?
I know this probably varies a lot, since in some parts of the country it's 70-80 degrees and 20-30 in other parts.

Any advice is greatly appreciated!
