I would say an Ophthalmotilapia ventralis male from the Central-Southern part of the Congo , maybe Longola, in rather bad condition (just imported?).

Yes, this is a Ophthalmotilapia ventralis from one of the yellowish populations. Did you order C. foai and got these instead?

Have you contacted the seller and complained about this? Ventralis are certainly nice fishes, but if that's not what you ordered I understand your disappointment!

This fish imported by a young boy and father. I think so not a legal import. Legal import fishes to Turkey very very expensive. F1 Kitumba's on Airfish 12-13 Euro. When come in Turkey it's price 40 euro. My order 6-8 cm 3 male 11 female kitumba and 12-14 cm 1 male 2 female Foai mboko. My fishes arrived 3 male 8 female 5-6 cm kitumba and this ventralis 1male 1female. 3 female kitumba dead when opened pocket. I have big trouble. I have lost a lot of money.

It's always a risking business buying fishes you haven't seen, and I'm usually a nervous wreck every time I expect new fishes to come in. Most of the times everything goes as planned and you get what you ordered, but I've also experienced getting different fishes than ordered, so I definately understand your fustration.
