I need some help clarifying the following line...

having the ascending arm of the premaxilla longer than the dentigerous one.


Is this saying that the upper jaw bone is longer than the bone of the lower jaw?

Here's a picture Mark. Maybe this clarifies your problem. The premaxilla is the bone that carries the teeth of (most of) the upper jaw.
