The decision that the fish you have described is indeed the same species as the one earlier described is a taxonomic decision. The Code doesn't deal with those decisions.

I understand, but the code establish the subjective synonymy of the species and for this to happen somebody has to declare it, i agree there are no guidelines for the declaration but a no declaration can not be taken as a declaration, at least in my crc editorial view

Might I ask of another species? Cichlidae.com views Telmatochromis brachygnathus as a valid species, even though Konings considers it, in his latest Tanganyikan cichlids book, to be T. temporalis. Will Cichlidae.com follow suit?
