Red Algae

Not sure if this is plant / animal, but does anyone know the cause and how to eliminate red algae in freshwater tanks? I don't have the issue at all in my 3 year old fish room with the automatic water change system. I used to have the problem in my old fish room and I think it was due to insufficient water changes and waste buildup, but I'm certainly not positive about that. Also, I didn't have much light in the room and just used standard fluorescent lighting overhead in the room which mostly wasn't on during most of the day.

The only way I could get rid it was in bleaching the tank and then scrubbing the hard and crusty residue. I was told that antibiotics would kill it, but that didn't work at all.

Thoughts/comments please?
